The paid leave may be funded by an increase in employer payroll taxes, would require companies with >50 employees to administer own benefits, meanwhile operating a separate federally-funded program for employers <50 employees.

US households experience 10% decline in income (and 42% decline for single mothers) after childbirth, with families reporting using multiple strategies to pay bills - including taking on debt, postponing bill payments, receiving loans from friends, going on public assistance, and using savings. Additionally, workers with less education have less access to paid leave, and working mothers often must quit employment or take unpaid leave after childbirth. So, while more than 50 municipalities in the U.S. provide paid leave for workers, there is no federal requirement for job-protection and paid leave - and many employers are not covered by the Family and Medical Leave Act of 1993 (U.S. labor law requiring covered employers to provide employees with job-protected and unpaid leave for qualified medical and family reasons - only covers 60% of workers).
